Analysis: The profusion of wikis in official government circles is an interesting expression of the value of social media for enterprise knowledge management, but for the most part inside agency or network firewalls, denying access to the public at large and therefore incorporating only the wisdom of "the inside crowd." The State Department's Diplopedia sits on their intranet (ironically called "OpenNet"), as the New York Times pointed out in a story a few weeks ago ("An Internal Wiki that's Not Classified"), implying a distinction (without a difference to my mind) between Diplopedia and the IC's Intellipedia, which has an unclassified version as well - but it also sits on a firewalled network!

Jimmy Wales, founder of Wikipedia, testified to Congress recently about the value of wikis and social media within enterprises, and pointed out the distinction between "within-the-agency" verticalized information sharing, a la Diplopedia, and horizontal sharing across organizations as exemplified by the IC's Intellipedia, which as I mentioned has a firewalled unclassified version as well as its classified-network versions, all accessible from any of the intelligence community's sixteen agencies and beyond.

The JFCOM move opens the C2Pedia walled garden, to a level of horizontal openness dwarfing [meant to say] rivaling Intellipedia.  [ed.: That correction suggested by John Hale of IC Enterprise Services, which runs Intellipedia.] 

Now anyone with a DoD Common Access Card can access and edit C2Pedia -- and that's some 3.5 million active-duty personnel, bureaucrats, and contractors, according to DoD.

Tangential Analysis: History and Wikis

I go down to JFCOM quite often, made easier now that I'm living just upriver.  And I have a reason for a side-trip next time.  My wife's been doing her family's genealogical research, and recently traced her mother's line back to (and beyond) Christopher Newport, the earliest of Virginians, noted pirate, responsible for the first democratic election on the American continent, and purveyor of baby crocodiles to King James I. 

His longest voyage was his last, as he died in Indonesia.  But his most famous was in command of the Susan Constant (and accompanying ships Godspeed and Discovery) in 1606-07, from London to the Chesapeake Bay, where he and his crew founded the Jamestown colony.  So I'd like to visit the replica of the Susan Constant at its dock in the James River on my next visit down that way.

The Wikipedia article about the Susan Constant has basic information on the ship, but I was doing some other searching for its history and came upon a ship-modelers' website ("Ships from the Age of Sail Database") that has data on lots of 16th and 17th century ships.  Directly above the Susan Constant listing, I noticed the following:

The Royal Navy's most lavish ornamented and expensive ship of the day. Slow and cumbersome, she nevertheless saw action during all three Anglo-Dutch wars. In 1703 she was destroyed by a candle mishap at Chatham." [Emphasis added.]

Now, that's from a site for ship-lovers, and presumably they know their facts. Meanwhile the Wikipedia page on "HMS Sovereign of the Seas" has more information but is less conclusive, saying she burned "having been set on fire either by accident, negligence or design."  Unfortunately there's no link to any more specific information on the ignominious end to what was "the most extravagantly decorated warship in the Royal Navy, completely adorned from stern to bow with gilded carvings against a black background."  The Wikipedia "discussion" and "history" pages hold no clue to any controversy or further development of the "candle-mishap" story, and I don't have the time or inclination to delve into the issue further.

Who's right?  Was the Royal Navy's "most expensive ship" brought down by a simple candle mishap?

That's where the wisdom of the crowd could take over...  I can't edit a question into the ship-modelers' site, because it is static - not a wiki.  However one could always stir the pot by editing in the candle angle to the Wikipedia page, citing the other website as a source.  That might draw out someone with more definitive historical evidence for what happened to this once-mighty military weapons system, its C2 power destroyed by a simple "candle mishap."

Update:  Shortly after posting this blog, a brilliant first comment was posted, and then the second comment below was posted, signifying success in my invitation to "the crowd" to update the Wikipedia entry for HMS Sovereign of the Seas.  If you don't know Ed Vielmetti, he's a Usenet pioneer, co-creator of alt.zines, and was famously cited by Tim Berners-Lee in one of the very first examples of "surfing the web" back in 1992. And, he's obviously interested in good wiki gardening.  I recommend Ed's blog "Vacuum" - his entrancing "Kibo approach to Twitter Zero" post is thought-provoking in the extreme, winding up with a tellingly appropriate passage from the greatest book of the 20th Century.

Language tends to be static (not changing); the world dynamic (changing). Much of our trouble in using words comes about because we forget that the world changes much faster than words do. We are often using verbal maps that are somewhat out of date and that no longer accurately describe the territory.

Facts as we see them are quick glimpses of an ever-changing world. It's as if we view separate frames of a moving picture without realizing that what we are viewing is, in fact, a moving picture.

Failure to recognize changes in time leads to statements such as:

"If Joe said it, it's a lie. He's lied to me before."

"You haven't changed a bit."

"Once a failure, always a failure."

If we accept other people as fixed, already classified and shaped by their past, we confirm this limited hypothesis. But if we accept him as a process of becoming, then we are confirming or making real his potentialities.

Dating is a reminder that things are constantly changing. For example, John1973 is not the same as John2008. Or Boss(9 a.m.) is not the same as Boss (10 p.m.).

NEWMARKET, ON, Oct. 2 /CNW/ - Former federal Cabinet Minister, the Honourable Sinclair Stevens, today commended the action of Democracy Watch, a non-partisan group advocating for government accountability, for filing suit in federal court seeking to have the September 7th dissolution of parliament declared illegal.  Mr. Stevens is currently the leader of the Progressive Canadian (PC) Party, the successor to the former Progressive Conservative Party of Canada, that is fielding candidates in several provinces this federal election.
"Prime Minister Stephen Harper has used the electoral system to his unfair advantage and in doing so, has broken his own law created a little over a year ago," stated Mr. Stevens. "Bill C-16, An Act to amend the Canada Elections Act including fixed election dates, was according to his own Minister, designed to provide 'greater fairness, increased transparency and predictability, improved policy planning, increased voter turnout, and assistance in attracting the best qualified Canadians to public life'. These are all fundamental issues of equality that Canadians have been asking for and were led to believe had been achieved through the passing of Bill C-16."
Mr. Stevens points out that when introducing Bill C-16 for second reading, the Honourable Rob Nicholson, Leader of the Government in the House of Commons and Minister for Democratic Reform, said: "What we have (now) is a situation where the Prime Minister is able to choose the date of the election, not based necessarily on the best interests of the country but on the best interests of his or her political party. I believe Bill C-16 would address those concerns." Mr. Stevens contends that Stephen Harper not only broke the law with this election call, but deceived Canadians as well.
"It is our contention that Mr. Harper knew full well when this legislation was tabled that he would ultimately retain control of calling an election," said Mr. Stevens. "By including the provision in the Bill, "Nothing in the Act affects the power of the Governor General to dissolve Parliament whenever the Governor General sees fit," Mr. Harper believed it made him look like a democracy reformer in favour of a fairer election system. In reality he felt he could call an election whenever it suited him."
"Mr. Harper had strategically decided to have an election on October 14th, 2008, months in advance of that date, leading everyone else to believe that the next election was set, as per legislation, for October 19, 2009," said Mr. Stevens. "This is extremely unfair and an affront to democracy. The Harper Conservatives had an advantage of at least 90 days to plan, finance and organize their election campaign over all other parties. All federal parties have to comply with Elections Canada's more restrictive spending rules during the 37 day campaign. Mr. Harper's Conservatives were the only ones in a position to take advantage of unrestricted campaign spending opportunities because they were the only ones who knew an election was going to be called." Mr. Stevens points out that the Harper government reaped benefits from its unfair advantage in several ways, including:

1.  Announcing hundreds of millions of dollars in future spending in the days leading up to the election call on September 7th this year.
2.  Spending millions of dollars in pre-election advertising, primarily on attack ads against Liberal leader Stéphane Dion.
3.  Taking advantage of the "10% program," where M.P.'s are allowed, at government expense, to send "information literature" to up to 10% of the constituents in other ridings. Mr. Stevens in his own riding of Oak Ridges-Markham received 10 different pieces of literature under this method from various conservative M.P.'s including Mr. Harper, a questionable use of public funds.
4.  Calling three by-elections and then later a fourth by-election.  Interestingly, three of the by-elections were to take place the day after the dissolution of Parliament by Mr. Harper, therefore extending those campaigns by an additional 37 days at incredible taxpayer expense.
5.  Mr. Harper, realizing he would be restricted under the Canada Elections Act in a 37 day election period both in the raising and spending of money, chose to secretly commence his election campaign months earlier, giving him an unfair advantage.

"Regardless of the outcome of this law suit, the fact remains that Stephen Harper has acted in an extremely deceitful way towards all Canadians, in order to enact his own agenda," added Mr. Stevens. "For years fixed election dates have been seen as an essential necessity to ensure a fairer election system in Canada. Mr. Harper took this worthy concept and warped it to give himself ultimate political clout. It is imperative that Canadians understand this and choose not to give him a majority mandate. It is our belief that Mr. Harper's true mission is to transform Canada into a loose confederation of autonomous provinces. Under the pretext of giving us a fairer election system with fixed election dates, Stephen Harper, if he wins a majority, will hurl the nation into an ultra neo-conservative regime similar to that of the Bush administration in the United States, along with its
disastrous financial situation and poor environmental future."
"We support Democracy Watch in its legal pursuit to determine if this election call violates the Canada Elections Act and, or, the Charter. Progressive Canadians across the country believe this is an issue of fairness and accountability and look forward to a favourable court decision," added Mr. Stevens.
Democracy Watch has filed a motion to have a hearing of its application before the October 14th voting day. The motion will be considered by the Federal Court on Thursday, October 2, 2008 at The D'Arcy McGee Building, 90 Sparks St. in Ottawa at 9:30 am. Yes it is true!

After many years of doin this "rap thing", four albums, four videos. I, J-Bru, still am mostly known for being Classified’s hype man.

I am not complaining at all. See, touring with Class has not only brought my music to a much wider audience, but made me appreciate what an artist has to go through to really be taken seriously in the music business.

Class isn’t famous because he is white, or because he makes dope ass music (well that’s part of it). No, Class is famous because for almost ten years he has been one of the hardest working emcees this country has ever seen, PERIOD!

While I may have squandered away a few opportunities over the years, I will always owe a huge debt to Class for showing me the ropes. These missed opportunities came from nothing but pure laziness on my part.

Well, just like a New Years resolution, I am blogging to the world that I, J-Bru, will work my ass off to bring my fans the music they deserve, will stay true to myself and continue saying real shit (even though critics say I whine too much about losing close friends and such??) and will make sure that those who don’t believe in me hear me one way or another.

I have some exciting things coming up. A new album, a TV Movie starring Keyshia Chante, a college basketball blog (my true passion), tours, videos and more…

I, J-Bru am not just a hype man. I am a diverse personality who uses music to spread a message to the world. I know for a fact I have not reached my peak with my music, so I am not sure what my true message is just yet.

But, one thing I do know is I was put on this earth to spread words. Whether its music, poetry, sports writing or the voice work I have done, the world was meant to hear me speak, and I am gonna speak loud.

Of course, the material on A Space is highly classified, so it won't be available for the public. Only intelligence personnel with the proper security clearance, and a reason to be examining particular information, can access the site.

What a chuckle. Maybe, this is just the world's biggest honeypot? Maybe the intent is exactly what they say it is - and it gets to wring out hacking techniques at the same time?
