La Confederación Sudamericana de Fútbol (CSF) clausuró por dos años el estadio del Olimpia de Paraguay debido a la agresión sufrida por un juez de línea boliviano durante el partido entre ese equipo y Universidad Católica chileno, por la Copa Sudamericana.

El organismo sancionó también al Olimpia, tres veces ganador de la Copa Libertadores de América, el torneo de clubes más importante del continente, con una multa de 50.000 dólares, según la resolución firmada por el secretario ejecutivo de la CSF, Francisco Figueredo.

La inhabilitación del estadio 'Manuel Ferreira' es para los torneos "organizados por la Confederación", indica la resolución, en la que se advierte al equipo paraguayo que "se tomarán sanciones más drásticas" en caso de repetirse los hechos de violencia.

En 1992, el estadio del Olimpia, conocido también como 'Para Uno', ya fue clausurado por la CSF por los desbordes ocurridos en la final de la Copa Conmebol, que disputó el combinado paraguayo con Atlético Mineiro de Brasil.

La resolución califica de "grave" los hechos registrados durante el partido disputado el 17 de setiembre pasado y que fue suspendido en el minuto 84 por el árbitro René Ortubé tras impactar una piedra en la cabeza de Jorge Calderón, uno de sus asistentes.

La Confederación también dio por terminado el encuentro, que iba empatado a dos goles, con lo que Universidad Católica, que había goleado por 4-0 el encuentro de ida, se clasificó para los octavos de final del torneo.

Lesson Learned: Buy a second battery when you lose your backup.

Basically what happened is that the Christian Student Fellowship (CSF) was attempting to break the world record for the most balloons and the most people at a water balloon fight.  I don't remember the exact number, but I think they purchased about 60,000 (?) water balloons, but they did not have enough people yet when the fight was scheduled to begin.  People started getting impatient and threw a few random balloons.  After about 20 minutes, the crowd was restless and one thing lead to another and the fight broke out.  Well, I was running on a semi-low battery, and I left my camera on the entire time we were waiting, so by the time the fight began, I got a few shots in before my camera died.  I had lost my backup battery a couple of weeks before that, so I was a dead fish in the water.  Lesson Learned.

Normal pressure hydrocephalus (NPH) is a chronic type of communicating hydrocephalus whereby the increase in intracranial pressure (ICP) due to accumulation of cerebrospinal fluid (CSF) becomes stable and that the formation of CSF equilibrates with absorption. It produces various symptoms that range from dementia (wacky), ataxia (wobbly) and urinary incontinence (wet).

The ICP gradually falls but still maintains a slightly elevated level and the CSF pressure reaches a high normal level of 150 to 200 mmH2O. Measurements of CSF, therefore, are not usually elevated. Because of this equilibration, patients do not exhibit the classic signs of increased intracranial pressure such as headache, nausea, vomiting, or altered consciousness. (Though some studies have shown pressure elevations to occur only intermittently). However, patients do exhibit the classic triad of gait difficulties, urinary incontinence, and mental decline. It is often misdiagnosed as Parkinson's disease, Alzheimer's disease, and senility due to its chronic nature and its presenting symptoms  It is known that NPH is primarily due to inability of the CSF to be absorbed by the arachnoid villi. It may occur secondary to post-traumatic meningeal hemorrhage.

Treatment: Shunts (which are kinda expensive) to drain the excess CSF and may alleviate some of the symptoms.

One very good option is to draft a detailed value chain describing all the phases of your markets. It can be based on Michael E. Porter's generic value chain, but as said, detailed enough to illustrate your markets and steps of your business.

After illustrating the value chain, you have to point out the most important issues to successfully serve customer needs in every step. Depending on the number of phases you may come up with 30-50 important issues. Big number of important issues is not bad at all. Actually, it is quite healthy not to be too critical at this point - filtering comes later.

Next task is to identify factors, where you really have to excel in order to add value. These are the critical ones. You may come up with 5-7 critical success factors that really make a difference. It is good to notice, that all of your competitors are in the same value chain, and may also have pointed out the same critical factors. Therefore differentiation in operative decisions has a great importance. The devil is in the details.

Using value chain analysis has at least two very clear advantages. 1) You focus only to core of your business and 2) You focus to points that add value for all stakeholders in the value chain.

One of the learnings I've used afterwards the most was a strategy audit method introduced by professor Ralf Boscheck.

The key question is What are the critical success factors of your strategy? Now you may say "Hey, we have that kind of list already!". Most of the critical success factor lists I've seen are truly lame. Really, they're same type as the traditional statement "Our employees are our key success factor". Yes, that's very critical success factor, but not really precise. What kind of employees and which part of organization? A real deep dive to critical success factors really pay off when executing your strategy.

This is how it basically goes: Split any of your critical success factor in to three parts: 1) Assets needed to manage the factor, 2) Capabilities - people - needed to execute the factor and 3) Systems (not IT) needed for managing the business process of that particular critical part. If you compare those individual factors to your best competitor or to market ideal you'll find the gaps to them. Based on the gap analysis you are able to define the precise areas where key strategic initiatives are needed.

This spring I've noticed that it is worth of considering to integrate strategy maps and balanced scorecard thinking for above described method. At least a simple strategy map is good solution to communicate growth, process, customer and financial perspectives of the defined strategic initiatives.

Splitting the success factors into three pieces, analyzing the gap and executing initiatives to reach the gaps that your competitors have and pass them. Add P&L, risk analysis, go trough at least couple scenarios and finally map your strategy and there you are. Simple, very efficient and easy to communicate.

Le 1er avril dernier, j'ai fait un billet sur mes vacances à Vancouver. Un peu lorsque j'avais fait l'an dernier une tournée de conférence en France sur l'intervention auprès des jeunes, j'ai décidé de faire une catégorie qui regrouperait les billets que je vais écrire sur ma visite à Vancouver.

J'ai aussi rajouté une autre catégorie; Francophone hors Québec. Parce que je suis déjà convaincu que ce voyage à Vancouver va stimuler plusieurs textes, non seulement sur ma visite à Vancouver, mais sur d'autres contacts à travers le Canada.

J'ai reçu mercredi trois messages de Paul de la Riva, directeur des communications pour le Conseil scolaire francophone de la Colombie-Britannique. Il m'invite à une visite de l'école de Surrey. 500 élèves du primaire à la 12e année. Vous vous imaginez, une école de 500 étudiants, réparti sur les 13 niveaux du primaire à la 12e année. Cela fait une moyenne de 38 étudiants par niveau! C'est la plus grosse école francophone (langue première) de la Colombie-Britannique.

Je suis déjà touché et ébranlé par ce que peuvent vivre les francophones dans un milieu minoritaire. En plus, une école qui a un haut niveau de multiculturalisme. Je suis surpris d'apprendre qu'il y a 40 écoles francophones à travers la Colombie-Britannique.

M. de la Riva veut me présenter les participats du projet "À vélo pour les sans-abri" - une excursion de 500 km pour appuyer les sans-abri tout en sensibilisant les élèves et la communauté à cette triste réalité.

Mais là ou M. de la Riva m'a vraiment touché c'est le lien qu'il m'a transmis sur une vidéo qui présente des étudiants francophones et la mission que le Conseil scolaire francophone s'est donné. On y parle d'identité, de culture, du droit et du privilège de parler en français et d'étudier en français, l'amour de la langue. De quoi ébranlé un grand sensible comme moi.

J'ai été touché par la vision qu'ils se donnent d'une école francophone: "La réussite scolaire c'est une affaire communautaire. La collaboration, c'est une école communautaire, c'est l'occasion de se parler."

Je me dois de vous citer 3 étudiants de ce vidéo:

Irina: "À l'école francophone, je fais partie d'une communauté spéciale, avec des profs et des élèves qui se respectent et qui ont une même idée."

Félix: "Le français c'est une opportunité, surtout en milieu francophone."

Lisa: "Un message aux jeunes francophones ça serait juste d'être fier d'être francophones."

C'est le premier message que je reçois des gens de Vancouver pour les 15 jours que je vais y passer. Je suis déjà touché et ébranlé. De voir et d'entendre cette fierté de pouvoir parler et étudier en français. Les liens qui se sont tissés autour d'une école francophone en milieu anglophone.

Peut-être parce que je viens de Montréal. Une ville bilingue où la culture américaine vient ébranler et enterrer notre plaisir d'être juste francophone. Peut-être parce que je travaille depuis 16 ans auprès de jeunes de la culture Hip Hop. Une culture bilingue où les Américains ont plus influencé les montréalais que les Français n'ont réussi à le faire. Peut-être aussi parce que je suis contre les méga-écoles qui comptent 2 000 à 3 000 étudiants.

I. I can be a leader in the church through my music or through wherever the leadership team needs help.

I discerned this weekend that the time for me to become a leader is now. Exactly where God wants me in the scheme of the Catholic Student Center is uncertain to me at this time, but there are options open for me. I feel called to lead in the Music Ministry in CSF somehow, as well as anywhere else that my leadership skills are needed. The verse that led to me this in the Bible: John 9:4.

II. I should wait to pursue any sort of relationship until the fall.

I also discerned this weekend that I really do like her, through the beauty that I saw emulating from her during Adoration of the Blessed Sacrament. When you can find a girl that you know has the Holy Spirit in her, you've got an excellent catch in the net. The verse that I found that leads me to wait: Song of Songs 3:5.

III. The MythBusters are more interested in the process of creating than the actual myth.

I saw them talk last night at the O'Connell Center, and they were fantastic. That was their main point: that the guys are not in the work to bust myths, but, rather, to find a way to solve the problem at hand. They also highly recommend that anyone who likes their show should be an engineer, and employ the same problem-solving skills to other problems. Oh, and also to not try the things that they do at home.

IV. I might be able to pull off an 'A' in Linear Algebra.

Thank the Lord! As it stands right now, I have a 'B+' in the class (if I've done my math correctly). If I'm able to do well on these next two quizzes in the last week of class, I would likely need somewhere around a 95 on the final (out of 105 possible) to obtain an 'A,' and around a 75 for a 'B+.' Oh, it would be nice to have a 4.0 GPA after my first year here at UF, especially with the course demand that I've put myself through this early into my college career.

I am fascinated by the blood cells that got into my brain fluid. What happened to the brave little pioneers that found the rift in the membrane and made their way through? As the tear re-knit behind them, their fate was sealed.

Obviously oxygen crosses the blood/brain barrier. So perhaps the blood cells will live out their natural lifespan, maybe ever more carrying an oxygen payload of which they cannot unburden themselves.

Or perhaps they died as soon as they made it across, and their husks will float serenely until my own death, tiny crenulated fish in a hermetically sealed tank.

NON. La réponse était déjà connu dans l'industrie depuis 2006. Objectif Conseiller des publications Rogers, avait savamment décortiqué les données de l'industrie pour conclure en mars 2006 que les médias entretiennent beaucoup le mythe du financier escroc. Une donnée étonnante, nous apprenait que sur les 19 cas qui avaient défrayés les manchettes en 2005-2006, 16 étaient le fruit d'individus qui se faisaient passer pour des professionnels de la finance, sans en avoir les permis. Donc, des escrocs mais également des imposteurs!

Puis, le 20 mars 2008, l'Autorité des marchés financiers a publié un bulletin qui a eu l'effet d'un communiqué du cercle des fermières de St-Elie-de-Caxton (aucun média n'a cru bon en faire une couverture d'importance). Pourtant, il avait le mérite de replacer les choses dans leur contexte. « La plupart des cas d'escroqueries financières...sont perpétrés par des individus ne faisant pas partie de l'industrie des produits et services financiers. On devrait donc toujours vérifier si la personne qui nous propose un placement a un droit de pratique délivré par l'Autorité ». Même du bout des lèvres, c'est bien qu'ils le disent... Mais j'avoue qu'un peu de couverture médiatique aurait montrer à ces êtres suprêmes que sont les Michel Girard et Yves Michaud (le clown du Médac) que la démagogie ça suffit! Les conseillers sont exaspérés de se faire lancer des harpons dans le dos par des préjugés gonflés aux stéroïdes ou par des demi-vérités épicés de ouï-dires.

Bon... c'est fini. Ma montée de lait a passée. Un sondage d'Unimédia m'a aussi aidé à sortir de la dépression. Surprise, les conseillers financiers ne sont pas les parias que l'on croyait! Ils sont même parmi les professionnels en qui le public accorde le plus sa confiance. Et dire que mon frère n'a pas supporter la pression et vient de ré-orienter sa carrière comme conseiller-vendeur d'automobiles. C'est du "timing" ça, mon Jee-Pee!

Un lecteur (Jeamphe) du journal La Presse m'a dicté le mot de la fin: "Et les journalistes? A-t-on demandé dans ce sondage, si les journalistes ont la confiance des consommateurs? A lire les sections économiques des journaux et des publications spécialisées, on y trouve toujours des avis contraires. A qui donc peut-on faire confiance? Seul l'avenir peut le dire mais... »

I was recently involved in a CSF deployment that utilized clustered SQL Server 2005 instance as a storage for all CSF and application databases and we decided to study whether it was possible to configure it for UDDI as well making the installation distributed.

Microsoft has a knowledgebase article that refers to the case where you need to install on a local SQL Server 2005. However, in our case, the UDDI installer did not allow us to select the SQL cluster that we had sitting in the network, so we needed to take matters into our own hands. :)

So let's describe the servers we had:

UDDI Server: This should be the host of the UDDI.
Sql Server: The SQL Server 2005 cluster

Here are the high-level steps we had to take in order to install UDDI on SQL2005 or to move the database to SQL 2005:

1. Install UDDI normally with MSDE. If it fails, see below for tips.
2. Test that UDDI is accessible with a browser (http://localhost/uddi).
3. Stop MSDE UDDI instance service.
4. Copy UDDI database files from the UDDI data folder to SQL Server machine's appropriate data folder. If you have a clustered instance, you may need to place log files on a different shared disc etc.
5. If needed, create an AD account that the UDDI service will use to access the database. We'll call it UDDIService here.
6. Attach the database files to SQL Server. Set access rights for UDDIService account for this database.
7. On UDDI server, modify registry values at key LOCAL MACHINE\Software\Microsoft\Uddi\Database to point to the SQL Server instance instead of local machine instance.
8. Modify IIS UDDI application pool and set the Identity that the pool will run under as UDDIService account created earlier.
9. Add UDDIService account into the local IIS_WPG group.
10. Restart IIS (iisreset)
11. Use browser to test that UDDI is up and running
12. You may then proceed and uninstall the MSDE instance from the UDDI server.

If UDDI installation fails with an error in MSDE setup, you may need to install a temporary, local SQL Server instance on UDDI server. For this to succeed, refer to this Microsoft knowledge base article first.

The method described here also applies to the case where you want to load-balance (NLB) the UDDI server and keep the data in one place. That we did as well.

Remettait-il des cartes d'Urgences-Santé ou de sa firme à ces patients agés et malades?

Control Objectives for Information and related Technology (COBIT, saat ini edisi ke-4) adalah sekumpulan dokumentasi best practices untuk IT governance yang dapat membantu auditor, manajemen and pengguna ( user ) untuk menjembatani gap antara risiko bisnis, kebutuhan kontrol dan permasalahan-permasalahan teknis.

COBIT dikembangkan oleh IT Governance Institute, yang merupakan bagian dari Information Systems Audit and Control Association (ISACA). COBIT memberikan arahan ( guidelines ) yang berorientasi pada bisnis, dan karena itu business process owners dan manajer, termasuk juga auditor dan user, diharapkan dapat memanfaatkan guideline ini dengan sebaik-baiknya.

Kerangka kerja COBIT ini terdiri atas beberapa arahan ( guidelines ), yakni:

Control Objectives: Terdiri atas 4 tujuan pengendalian tingkat-tinggi ( high-level control objectives ) yang tercermin dalam 4 domain, yaitu: planning & organization , acquisition & implementation , delivery & support , dan monitoring .

Audit Guidelines: Berisi sebanyak 318 tujuan-tujuan pengendalian yang bersifat rinci ( detailed control objectives ) untuk membantu para auditor dalam memberikan management assurance dan/atau saran perbaikan.

Management Guidelines: Berisi arahan, baik secara umum maupun spesifik, mengenai apa saja yang mesti dilakukan, terutama agar dapat menjawab pertanyaan-pertanyaan berikut:

• Sejauh mana Anda (TI) harus bergerak, dan apakah biaya TI yang dikeluarkan sesuai dengan manfaat yang dihasilkannya.

• Apa saja indikator untuk suatu kinerja yang bagus?

• Apa saja faktor atau kondisi yang harus diciptakan agar dapat mencapai sukses ( critical success factors )?

• Apa saja risiko-risiko yang timbul, apabila kita tidak mencapai sasaran yang ditentukan?

• Bagaimana dengan perusahaan lainnya – apa yang mereka lakukan?

• Bagaimana Anda mengukur keberhasilan dan bagaimana pula membandingkannya.

The COBIT Framework memasukkan juga hal-hal berikut ini:

• Maturity Models – Untuk memetakan status maturity proses-proses TI (dalam skala 0 - 5) dibandingkan dengan “the best in the class in the Industry” dan juga International best practices

• Critical Success Factors (CSFs) – Arahan implementasi bagi manajemen agar dapat melakukan kontrol atas proses TI.

• Key Goal Indicators (KGIs) – Kinerja proses-proses TI sehubungan dengan business requirements

• Key Performance Indicators (KPIs) – Kinerja proses-proses TI sehubungan dengan process goals

COBIT dikembangkan sebagai suatu generally applicable and accepted standard for good Information Technology (IT) security and control practices . Istilah “ generally applicable and accepted ” digunakan secara eksplisit dalam pengertian yang sama seperti Generally Accepted Accounting Principles (GAAP).

Sedang, COBIT's “good practices” mencerminkan konsensus antar para ahli di seluruh dunia. COBIT dapat digunakan sebagai IT Governance tools, dan juga membantu perusahaan mengoptimalkan investasi TI mereka. Hal penting lainnya, COBIT dapat juga dijadikan sebagai acuan atau referensi apabila terjadi suatu kesimpang-siuran dalam penerapan teknologi.

Suatu perencanaan Audit Sistem Informasi berbasis teknologi (audit TI) oleh Internal Auditor, dapat dimulai dengan menentukan area-area yang relevan dan berisiko paling tinggi, melalui analisa atas ke-34 proses tersebut. Sementara untuk kebutuhan penugasan tertentu, misalnya audit atas proyek TI, dapat dimulai dengan memilih proses yang relevan dari proses-proses tersebut.

  Life energy, in the form of cerebrospinal fluid, flows within, through and around the body over three inter-related and interconnected energy systems that interface with each other. The three energy systems are, from a gross to a subtler and more refined level, the nervous, the meridian, and the chakra systems.In the nervous system, cerebrospinal fluid (CSF) flows within and around the brain and spinal cord (central nervous system) within a three layered "saran wrap" like covering called the meninges. It has been suggested that CSF also flows in the periphery of the body within the neuroglial connective tissue transportation system and communication network. Therefore, rather than ending at a cavity-like cul-de-sac at the place where the peripheral nerves exit the spinal cord (intervertebral foramen), the CSF would then circulate throughout the entire body.In the meridian system, acupuncturists physically trace the life energy (chi/ki) by palpation as it flows within the connective tissue of the body. Radioisotope studies in Russia and China have confirmed the pathways in which (chi/ki) circulates. The framework of the connective tissue is composed of microscopic tubules called collagen fibrils. It has also been suggested that CSF may flow through this microcirculatory system in the connective tissue via the tubular passages (lumina) of collagen fibrils, and that theoretically "chi" and CSF are one and the same.The acupuncture/acupressure points are the surface points of meridian energy channels that act like transformers that receive the impulse and sends it on. The "Chi" or "Ki" energy flows throughout the body, and is transported by the meridian system where there is more total energy available at certain places at certain times. These changes in proportion of energy is in the form of "Chi", and healing arts which address the meridian system effect the balance of "Chi" energy. This balance is referred to as the "Yin-Yang" principle of expansion (Yin) and contraction (Yang) of body parts, glands and organs. Every body part is also represented by points in the ears, eyes, and on the hands and soles of the feet. Although on a more subtle level than the nervous system, the total meridian system is very similar in structure, with its major and minor meridians and circuits, points, extended meridians to internal organs, divergent and connecting meridians.

Again consistent with Quantum Physics, the "Chi" is matter on the verge of becoming energy or energy at the point of materializing, as there is only connectedness between matter and energy. "Chi" energy is in constant motion and has four primary directions; ascending, descending, entering and leaving, which is similar to the afferent (going towards the brain) and efferent (going away from the brain) branches of the central nervous system. The normal physiological activity is "Chi" moving harmoniously in these various directions, and can be likened to the free flow of nerve impulses over the nervous system.

The meridians, then, are generalized channels or pathways through which "Chi", flows among the organs and various body parts adjusting and harmonizing their activity. In addition to "Chi", blood also is carried by the meridians through the body, therefore, the meridians are a subtle energy network that links together the entire fundamental body substances and organs. Again, similar to the nervous system, which controls and coordinates all body parts, the meridians unify all the parts of the body to maintain a harmonious balance."

This is a fantastic article which really gets to the bottom of ki and meridians and explains how Shiatsu works in relation to quantum physics, the central nervous system and draws on research conducted by the Russians and Chinese.
