<p>The United Nations officially launched the International Year of Sanitation to accelerate progress for 2.6 billion people world wide who are without proper sanitation facilities. Every year inadequate water, sanitation and hygiene contribute to the deaths of 1.5 million children. "Access to sanitation is deeply connected to virtually all the Millennium Development Goals, in particular those involving the environment, education, gender equality and the reduction of child mortality and poverty," Secretary-General Ban Ki-moon said. "An estimated 42,000 people die every week from diseases related to low water quality and an absence of adequate sanitation. This situation is unacceptable." The International Year of Sanitation, 2008, is a theme year set by the UN General Assembly in December 2006 to help put this global crisis at the forefront of the international agenda.</p>

<p style="line-height:1.25em;margin:4px 4px 1em 7px;padding:0;">Fifty Indian rupees. That's about a dollar and 28 cents at current exchange rates — not enough to buy a cup of coffee most places.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">But in northeast India's Darjeeling District, 50 rupees is a day's pay for hard-working tea pickers. Four hundred miles away, another half-million earn a similar wage plucking tea leaves in Assam's humid lowlands.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">Tea dominates the economy of both Darjeeling and Assam, names synonymous with some of the world's best teas. Strong, malty Assam and golden-hued, fragrant Darjeeling teas have been prized above others for more than 150 years.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">And during that century and a half, living conditions for tea workers have changed very little.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">Pluckers and other tea-industry workers live in small, densely populated villages hemmed in by tea fields. A tea estate is essentially a community unto itself, a company town where the land, the houses — everything — belong to the tea company. Nothing can be changed without the consent of management; in most cases, not even a family garden can be planted without consultation.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">In these present-day peasant communities, deteriorating houses typically shelter multiple families. Neither electricity nor running water is commonplace. Hygiene is poor: hundreds of people use a few nearly overflowing latrines. And, when schools exist at all, classes are often conducted under makeshift shelters or trees with few classroom materials.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">Across northeastern India's fabled and troubled tea lands, Mercy Corps is <a href="http://emailer.mercycorps.org/go2.shtml?EIKWTJPow4Vs8dmi/8dccfac8a1b11fb5/e376dfc1169b4b72/infos@weri-events.org" target="_blank">partnering with socially conscious tea estate owners</a> and managers to right several generations of wrongs — and to give a louder voice and greater opportunities to the region's families.</p>
<p style="line-height:1.25em;margin:0 4px 1em 7px;padding:0;">So far, <a href="http://emailer.mercycorps.org/go2.shtml?EIKWTJPow4Vs8dmi/5ca74da8fedf1394/e376dfc1169b4b72/infos@weri-events.org" target="_blank">we've financed a handmade-papermaking factory</a> that is giving previously unemployed women a gainful trade; <a href="http://emailer.mercycorps.org/go2.shtml?EIKWTJPow4Vs8dmi/10e2f19c4c357f28/e376dfc1169b4b72/infos@weri-events.org" target="_blank">trained another group of women to make a rich compost</a> for which tea companies are willing to pay top-dollar; and begun <a href="http://emailer.mercycorps.org/go2.shtml?EIKWTJPow4Vs8dmi/78dc756ccf2a1ae9/e376dfc1169b4b72/infos@weri-events.org" target="_blank">helping more than 200 farmers grow certified organic tea</a> and sell directly to estates.</p>

<title><![CDATA[Utilising all financial resources ]]></title>

<description><![CDATA[In line with the Monterrey Consensus and the WSSD Plan of Implementation, bearing in mind the differ]]></description>
<content:encoded><![CDATA[<p>In line with the Monterrey Consensus and the WSSD Plan of Implementation, bearing in mind the different needs of rural and urban populations, we are committed to:<br />
2.1 Give high priority in Official Development Aid allocation to sound water and sanitation proposals of developing country partners. This can be a catalyst to mobilise other financial flows;<br />
2.2 Help mobilise domestic resources for water infrastructure financing through the development and strengthening of local capital markets and financial institutions, particularly by:<br />
" establishing, where appropriate, at the national and local levels, revolving funds that offer local currency;<br />
" appropriate risk mitigation mechanisms;<br />
" providing technical assistance for the development of efficient local financial markets and building municipal government capacity to design and implement financially viable projects;<br />
" providing, as appropriate, targeted subsidies for the poorest communities that cannot fully service market rate debt;<br />
2.3 Encourage international financial institutions (IFIs) to give the necessary priority to water;<br />
2.4 Promote cost recovery with "output based aid" approaches to ensure access to services for those least able to afford them;<br />
2.5 Promote public-private partnerships (PPPs), where appropriate and suitable, particularly by:<br />
" inducing private-sector investments and encouraging use of local currency;<br />
" facilitating international commercial investment and lending through use of risk guarantee schemes;<br />
" encouraging the harmonisation of operational procedures;<br />
" facilitating the issue of national and international tenders;<br />
2.6 Apply, on a voluntary basis, tools for development assistance for water and sanitation projects that may include such financing mechanisms as: concessional financing consistent with international rules on financial aid, project financing, micro and meso-financing and debt for investment swaps;<br />
2.7 Encourage financing of sound irrigation practices;<br />
2.8 Improve co-operation and co-ordination between donors, seeking better synergy among our various initiatives.</p>

<img border="0" width="1" src="www.weri-events.org/htdocs/default.jpeg" alt="Clinton Global Initiative" height="1" />La définition canonique du développement durable - "le mode de développement qui permet de répondre aux besoins des générations actuelles sans compromettre les capacités des générations futures de répondre aux leurs" -, constitue une valeur, à savoir une orientation pour l'action, mais elle ne nous dit pas précisément et concrètement ce qu'est le développement durable.</p>
<p>En réalité, nous ne le savons pas. Nous savons en revanche très bien ce qu'il n'est pas : à savoir, la poursuite des grandes tendances de nos modes de production et de consommation. Compte tenu du taux annuel d'augmentation de notre consommation d'énergie d'origine fossile de 2 %, dans vingt ans environ nous aurons doublé notre consommation d'énergie et pris un risque climatique considérable. Poursuivre le rythme actuel de destruction des espèces revient à compromettre l'évolution du vivant pour les cinq à dix millions d'années à venir, etc.</p>
<p><strong>Que faire alors ?</strong></p>
<p>Il existe de nombreuses pistes pour tenter de concilier les trois exigences du développement durable : les durabilités écologique et sociale et la rentabilité économique. Les Etats et les entreprises ont à cet égard leurs responsabilités propres, mais également les citoyens. Ce qu'ils sont souvent enclins à oublier ou à ne pas vouloir voir. Les Français, par exemple, notent leur comportement environnemental entre 8 et 9 sur une échelle de 1 à 10. Ils sont encore persuadés que les problèmes sont plutôt ailleurs et pour demain et qu'ils ne relèvent pas de leur fait.</p>
<p>Or, c'est loin d'être le cas. Le rôle des consommateurs est même à bien des égards considérable. En premier lieu, on est en droit d'exiger d'eux, et donc de chacun de nous, un minimum de cohérence et d'attention à la transversalité du développement durable. On ne peut, par exemple, acheter systématiquement les denrées alimentaires les moins chères et fustiger en même temps les farines animales et la vache folle. On ne peut non plus rechercher systématiquement les carburants les moins chers et se scandaliser des marées noires, la faiblesse des coûts se reportant sur toute la chaîne, à commencer par le soin apporté à la qualité et à l'entretien des navires, etc. En outre, de même qu'il convient d'encourager pour les productions artisanales et agricoles des pays tiers le commerce équitable, il convient pour les biens ou services d'encourager les entreprises qui s'engagent authentiquement sur la voie du développement durable.</p>

<strong>The kids will go crazy for: </strong>The bizarre mix of characters inhabiting Floyd Bennett Field’s former airport. In the northernmost corner are the model-airplane enthusiasts, and the south end is Brooklyn’s largest community garden. The eastern coast is where the NYPD does its helicopter training and retired veterans tinker with colorful World War II fighter planes.<br />
<strong>For that truly suburban feeling: </strong>Hit a few buckets at the Brooklyn Golf Center (3200 Flatbush Ave.; 718-253-6816), then head to the new <a href="http://nymag.com/listings/attraction/aviator-sports/">Aviator Sports and Recreation</a> (Hangar 5, nr. Flatbush Ave.; 718-758-9800) with its two skating rinks, climbing wall, and soccer fields (home to the Brooklyn Knights).<br />
<strong>Stop for a cold one:</strong> At this strictly BYOB situation—so prepare in advance with a six-pack and snacks. Go over the causeway and put down your blanket on the beautiful white-sand beach at <a href="http://nymag.com/listings/attraction/jacob_riis_park/">Jacob Riis Park</a> (it’s technically Queens, but nobody’s checking).
